What an interim HR leader is brought in for
Interim HR mandates nearly always have a hard edge: people are joining, leaving, transferring or changing roles, and the process has to be fair, lawful and finished on time.
The interim brings experience of having done that before, and the independence to make unpopular calls without a career inside the business to protect.
VACANCY
Holds the people function between leaders
The HR director leaves and casework, policy questions and the leadership team’s requests keep coming. An interim keeps the function steady and gives the permanent search room to run.
Holds the people function between leaders. The HR director leaves and casework, policy questions and the leadership team’s requests keep coming. An interim keeps the function steady and gives the permanent search room to run.
Runs a redundancy or reorganisation. Selection criteria, consultation, communications and the managers who must deliver the news. A restructure interim keeps the process lawful and the business running through it.
Carries people through a sale, merger or outsourcing. Due diligence on people liabilities, employee information, consultation with representatives and the harmonisation work after the transfer.
Clears a backlog of difficult cases. Grievances, disciplinaries, long absences and tribunal risk. The interim brings order to the caseload and trains managers to handle the next ones properly.
Builds HR for the next stage. Policies, systems, reward structure and an HR team the business can grow into. The interim leaves a function a permanent HR director can lead from day one.
02/ scope
What the interim HR director owns
Set the boundaries before the start date, especially around sensitive decisions.
An interim with clear authority moves faster and protects the business better.
- The people plan for the term
- Restructure design and the consultation process
- Employee relations casework and tribunal risk
- Policy and handbook updates
- Reward and pay review cycles
- The HR team during the mandate
- The hand-over to the permanent HR director
- Payroll processing
- Day-to-day recruitment administration
- Legal advice and tribunal representation (to employment counsel)
- Learning delivery (to providers)
- Benefits administration
03/ which model
Interim, fractional or permanent HR?
Set the slider to the days the people function needs.
Four or five days on a fixed term is an interim mandate; one to three days, open-ended, is a fractional HR leader — see fractional CHRO jobs on our parent site.
Fractional Quest runs all of these searches.

Interim
A full-time or near full-time leader on a fixed-term mandate — a gap, a turnaround, a transaction — who hands over at the end.
Book a call about an interim HR director →Our framing, not a measured rule: the lines between the four models blur, and many briefs could run two ways.
04/ alternatives
An interim HR director against the alternatives
The choice depends on how quickly someone must lead, how long the work lasts and how much authority they need inside the business.
→ Interim when the change must happen now; permanent when the brief is the culture over the next five years.

06/ decision
When to bring in an interim HR director
These situations sit behind most interim HR briefs.
If one matches what is on your desk, an interim is worth pricing.
Which sounds like you?
Consultation has legal minimums, managers need support and the business must keep running. An interim who has led restructures before keeps the process fair and on schedule.
- → Board decision on a new structure
- → Roles at risk across teams
- → No in-house experience of collective consultation
TUPE obligations, information and consultation, and the work of bringing two sets of terms together. An interim carries that alongside the deal team.
- → Transaction or outsourcing signed
- → Two workforces to harmonise
- → People liabilities unclear
Grievances and disciplinaries do not pause for a vacancy. An interim takes the cases, steadies the team and keeps tribunal risk down.
- → Resignation or long absence
- → Open cases with no owner
- → Managers asking for help daily
Policies are out of date, pay is inconsistent and there is no system of record. An interim builds the foundations a permanent leader can grow.
- → Rapid headcount growth
- → Inconsistent contracts and pay
- → No HR system or reporting
07/ tax and IR35
How an interim HR director is contracted
General position under UK rules, with the HMRC source for each point. Not tax advice — check your own case with your accountant.
01 · DEDUCTIBLE
Fees are a business expense
Fees, like a salary, are deductible against profits when incurred wholly and exclusively for the trade (HMRC BIM37000), with corporation tax at the 25% main rate.
02 · WHO DECIDES
Status turns on how the work runs
Medium and large clients make the off-payroll status determination themselves; for a small private-sector client, the interim’s own company does (HMRC off-payroll guidance).
03 · WHAT HMRC LOOKS AT
Substitution, control, mutuality
Whether a substitute could genuinely be sent, who decides how the work is done, and whether either side must offer or accept further work. HMRC’s CEST tool walks through the same questions.
08/ guide
Interim HR hiring: a working guide
An interim HR director is judged on how people come out of a change: fairly treated, properly consulted and still willing to work for the business.
That makes judgement and process discipline more important than any single specialism.
Ask every candidate how a recent programme ended, not just how it started.
Write the brief around the change.
“Cover HR while we recruit” is a holding brief.
“Design and run the consultation for a new operating model, complete it by the summer, and hand over to a permanent HR director” tells you whether you need a restructuring specialist, an employee relations expert or a function builder.
Know the legal frame before you start.
Proposing 20 to 99 redundancies triggers at least 30 days of collective consultation before the first dismissal, and 100 or more at least 45 days, with notice to the Redundancy Payments Service — gov.uk’s guide to redundancy consultations sets out the rules.
A sale or outsourcing may bring TUPE into play, and disciplinary and grievance cases should follow the Acas Code of Practice.
A credible interim will walk you through all three in the first conversation.
Look for the right professional grounding.
Many senior HR leaders hold membership of the CIPD, the professional body for HR and people development; it is a useful signal, though experience of the situation you face matters more.
Ask who they handed over to on their last mandate, and speak to that person.
Compare cost on the same basis.
An interim is paid a day rate for the days worked, with no salary-linked employer NI, pension or bonus when they work through their own company outside IR35.
A permanent HR director carries salary, those on-costs and often a search fee.
If the work is really one or two days a week, a fractional HR leader may suit better; see fractional CHRO jobs on our parent site.
Plan the exit before day one.
A good interim leaves documented decisions, a calmer caseload and a team ready for a permanent leader.
Fractional Quest, our parent company, is a fractional recruitment agency that runs interim and permanent searches together; our interim management agency page explains how a brief is run, and you can book a call to scope it.
10.1/ HR director
Hiring an interim HR director: scope, level and timing
The interim HR director is the most common senior interim people brief in mid-sized businesses.
The seat runs the HR team, advises the CEO and the leadership team, and owns the processes that carry the most risk: restructures, transfers and difficult cases.
In larger groups the same title may sit under a CHRO and run one division.
Hire in five steps.
Write a one-page brief with the outcome, the end date and the days a week.
Decide the decisions the interim can take alone and those that need the CEO.
Brief one search partner.
Interview a shortlist of three to five against a recent programme like yours.
Contract on clear terms, including the IR35 position.
On IR35: a medium or large client makes the status determination and issues a status determination statement; for a small client the interim’s own company decides.
Status depends on how the work actually runs, not on the contract’s label (see HMRC’s off-payroll guidance).
The parent site covers the seat in more depth on its interim HR director page.
Questions worth asking at interview
Tell us about the last consultation you led: how many roles, how long it took and what you would change.
How do you brief a manager before a difficult conversation?
What do you need from us in the first week?
10.2/ chief people officer
An interim CHRO or people director
An interim CHRO or chief people officer sits on the executive team and answers for the whole people agenda: organisation design, leadership capability, reward and culture.
Choose this level when the change is strategic — a merger of two businesses, a new operating model or a reset of how leaders are developed — rather than operational.
The people director title often sits between the two: senior enough to shape strategy, close enough to run the function.
Pick the level by the decisions involved.
If the board needs a peer who will challenge the organisation design, hire at CHRO level.
If the plan is set and needs delivering well, an interim HR or people director is usually the better fit.
Robert Walters’ 2026 figures put London contract CHRO and chief people officer day rates at £900–£1,500.
For more on the seat, see the parent site’s interim CHRO page; for open roles, its interim HR director jobs list.
10.3/ for HR leaders
Interim HR jobs and how to land the next one
Interim HR jobs are often filled before they are widely advertised.
The board above reads the Fractional Quest pipeline daily and labels every role honestly: confirmed open, not confirmed, or gone.
More sit on our interim jobs page and on the parent site under interim HR director jobs.
Hiring managers read three things first: your day rate, when you can start and whether you have led their situation before.
Describe each mandate by its outcome and its scale, name the sectors you know, and say whether you have worked with unions or employee representatives.
